History of Pretrial Services

The U.S. Pretrial Services Agency was originally established by the Speedy Trial Act of 1974, in which 10 pilot federal judicial districts were allowed funding to create Pretrial Services Agencies. The primary goal of the act was to reduce jail overcrowding thru the implementation of alternatives to detention and minimize both the risk of flight and danger to the community of those on bail.
